Personality:
Chie is passionate about protecting her friends and anyone else that's in some kind of trouble or danger. She makes her her lifelong best friend, Yukiko, by taking care of a puppy that the girl's parent's won't allow her to keep and by making funny faces to cheer her up. From that day forward she becomes Yukiko's protector, warding off bullies and over enthusiastic admirers. She does back off from some of her over protectiveness a little bit later on when Yukiko becomes more confident.
Chie cannot abide people that pick on the weak and is furious when a cop informs her and Yu Narukami of a group of bullies that are going around mugging other kids. She confronts the bullies themselves twice. The first time she successfully gets them to back off. The second time, when they threaten Yukiko, she tells them that they should beat her up instead since it is she that made them angry. "Go on, hit me! I won't fight back." Unsure how to deal with this, the bullies decide that she's crazy and they leave. In the animation for Persona 4, Chie defends a kid that's getting bullied in a similar way on a school trip to Gekkoukan High. While she admits to Yu that maybe she was being reckless, she wants to learn how to be there for other people other than Yukiko. She also expressed a strong desire to become strong enough to protect others - in the real world, not just inside of the T.V.. She also confides to Yu that once she is done with school, she wants to enroll in the police academy and work under his Uncle Dojima so that she can protect the town she loves.
Assertive and rather outgoing, it is Chie that first introduces herself to Yu when he arrives at their school as a transfer student and is the one to tell him about the urban legend of the midnight channel. Her extroversion can also express itself in a fiery temper at times, leading her to kick Yosuke after he ruins her Trial of the Dragon DVD and to march up to Adachi and demand answers when Yukiko goes missing. (Though most of her temper usually gets taken out on Yosuke, given his complete inability to utilize tact.)In Persona Arena, when she overhears some girls talking about the midnight channel, she charges over to them demanding to know more. In the anime, she was also the one to confront Ai Ebihara about not being a good girlfriend to Yu. She also retaliated by entering the boys in a cross dressing pageant without their knowledge shortly after she discovers Yosuke enrolled all the girls in the beauty pageant without their consent.
Despite being the foil to Yukiko's more reserved and shy character, Chie does have insecurities of her own. Most of them are about her own femininity. She prefers watching Kung Fu movies, martial arts and eating meat, especially steak - not things that many would consider girly. She lied during the beauty contest about her favorite food, saying it was yogurt. With a naturally beautiful girl for her best friend, she feels she'll never be as popular with the boys. (She does have her own fans, though it's unknown to her because she's not as approachable.) One of her biggest shames was discovering the jealously that she had buried deep down inside of her and the fact that she secretly liked how dependent Yukiko was of her. Her Shadow self had gloated that Yukiko couldn't do anything without her and when she found out that Yukiko was actually jealous of her, it made her feel superior. Horrified, Chie refused to accept this side of herself until the Shadow went out of control and attacked Yu,Yosuke and herself. Yu got her to snap out of it by telling her it doesn't change that she is Yukiko's friend, and all people have things that they hide. She was able to accept that part of herself and gain control over her Persona, Tomoe. She was able to get Yukiko to confront her own Persona by revealing to her friend that she was not as strong as she thought, that even she had an ugly side that she tried to hide away, and that Chie also depends on Yukiko as much as she depended on her and that they had both been secretly envying the other one's strength. She also confides to Yu when he accompanies her on one of her training sessions that she really did just want to protect Yukiko in the beginning and that somewhere along the way she screwed it up. Meeting her Shadow made her realize that she had to work harder to overcome the weakness in her own character and it is something Chie works very hard on from that point out to be a better person.
Academically, Chie is the most enthusiastic. A lot of times she borrows Yukiko's notes and is always accepting of any help she can get, including group cram sessions. Despite the challenge that school work is for her, she does give one hundred percent of her effort. Her best subject and the one she excels at is Gym class. It is worth noted that people like Chie, of the Chariot Arcana, typically excel at physical activities and tend not to use physical combat in lieu of weaponry in their battles.
